  • Responsibilities of Editors and Reviewer

    1  Responsibilities and duties of editors

    1.1  Publication judgments and liabilities

    The journal editor plays an important role in deciding which articles are to be published in the journal. In addition, the journal editor has due responsibilities and obligations for all the publication work of the journal. While making these decisions in accordance with editorial or publisher policies, editors need to follow other guidelines, such as questions of libel, copyright infringement and plagiarism. In terms of publishing decisions, editors can exchange views with other editors and peer reviewers. Editors are required to maintain the integrity of the academic record, not to sacrifice academic content and ethics in order to meet commercial needs, and to issue corrections, explanations, retractions, and apologies when necessary.

    1.2  Maintain fair

    Editors should be fair and impartial in judging the content of manuscripts and should not be biased by any other factors, such as the author's race, gender, sexual orientation, religious belief, origin, national origin or political ideology.

    1.3  Confidentiality

    Editors and other staff of the Editorial Department must keep the manuscripts confidential and shall not disclose the information of the submitted manuscripts to anyone other than the corresponding authors, reviewers, referees, other editorial consultants and publishers. The specific treatment shall be subject to the circumstances.

    1.4  Disclosure, conflicts of interest and other issues

    When some articles published in the Chinese Journal of Emergency and Critical Care Nursing need to be retracted due to expression problems or correction problems, the editor should follow the guidelines of the publishing ethics committee. Submitted but not yet published content may not be used for the editor’s personal research without the author's express written consent. Privileged information derived from peer reviews must be kept confidential and not used for personal gain. The editor, in making an editorial decision, shall not be influenced by any advertisement, reprint or other commercial gain.

    Editors need to seek a fair and reasonable peer review process. When the editor has a conflict of interest with the author or his company due to competition, collaboration and other factors, the editor shall avoid the operation of the manuscript, and shall consult with the co-editor, associate editor or other members of the editorial department rather than review the manuscript by himself. Editors should require contributors to disclose all relevant conflict of interest information in advance. If not disclosed in advance, a revised statement should be issued if a conflict of interest occurs after publication. If necessary, other appropriate measures can be taken, such as retraction or further attention before taking appropriate measures.

    2  Reviewer responsibilities

    2.1  Assisting the editor to adjudicate the manuscript

    Peer review can help editors make decisions, and at the same time, through communication between editors and authors, it can help authors improve the quality of their articles.

    2.2  Timeliness

    Any invited reviewers who feel they are not qualified to review this article, or who know they will not be able to complete the review within the agreed time, should inform the editor immediately so that the editor can contact a new reviewer.

    2.3  Confidentiality

    The reviewer should maintain confidentiality about the existence and substance of the manuscript. It is not appropriate to share the manuscript or to discuss it in detail with others or even to reveal the existence of the submission before publication.

    2.4  Objective and accurate

    Reviewers need to review manuscripts objectively. Personal criticism of the author is not allowed. Reviewers should have appropriate evidence to support their views.

    2.5  Sources confirm

    Reviewers need to identify relevant content that appears in published articles but is not cited by the authors. Any previously published observations, derived conclusions, or arguments should be included in the text with a reasonable citation. Reviewers need to bring to the attention of editors any similarities or overlaps with published data in the manuscript.

    2.6  Disclosure and conflict of interest

    Privileged information from peer review needs to be kept confidential and not used for personal gain. When the reviewer has a conflict of interest with the author or his company due to competition, collaboration and other factors, the reviewer shall not participate in the review work of the manuscript.
