护理人员突发公共卫生事件应急能力评价指标体系的构建

摘要/Abstract

摘要： 目的构建护理人员突发公共卫生事件应急能力评价指标体系。方法以突发事件生命周期理论四阶段模型、国际护士会全球护士灾害护理核心能力框架（2019）为依据,通过文献回顾和研究小组讨论初步构建指标体系,于2023年10月—12月,20名专家完成2轮德尔菲函询,确定最终评价指标。结果 2轮函询专家积极系数均为100%;专家权威系数分别为0.893、0.895;肯德尔和谐系数为0.137~0.345,P<0.05。最终构建的评价指标体系共涵盖4个一级指标、12个二级指标、53个三级指标。结论该研究构建的护理人员突发公共卫生事件应急能力评价指标体系科学合理、内容具体,可为护理人员应急能力评估,开展规范化、同质化培训及应急能力建设提供参考。

Abstract: Objective To construct an evaluation index system for emergency response capacity of nurses in public health emergencies. Methods Based on the four-stage model of the life cycle theory of emergencies and the International Council of Nurses（ICN） Global Core Competency Framework for Disaster Nursing for Nurses（2019）,the index system was initially constructed through a literature review and a research group discussion. Two rounds of Delphi consultation were completed by 20 experts from October to December 2023 to determine the final evaluation indexes. Results The positive coefficients of experts in the 2 rounds of consultation were 100%,the authority coefficients were 0.893 and 0.895,the Kendall‘s coefficients ranged from 0.137 to 0.345（P<0.05）. The final version of the evaluation index system of the emergency response capacity of nurses for public health emergencies covered a total of 4 first-level indexes,12 second-level indexes,and 53 third-level indexes. Conclusion The evaluation index system of nurses‘ emergency response capacity for public health emergencies formed in this study is scientific,reasonable and specific,which provides a reference for the evaluation of nurses‘ emergency response capacity,the development of standardized and homogeneous training and the construction of emergency response capacity.
