Construction of evaluation index system for emergency response capacity of nurses in public health emergencies

Abstract: Objective To construct an evaluation index system for emergency response capacity of nurses in public health emergencies. Methods Based on the four-stage model of the life cycle theory of emergencies and the International Council of Nurses(ICN) Global Core Competency Framework for Disaster Nursing for Nurses(2019),the index system was initially constructed through a literature review and a research group discussion. Two rounds of Delphi consultation were completed by 20 experts from October to December 2023 to determine the final evaluation indexes. Results The positive coefficients of experts in the 2 rounds of consultation were 100%,the authority coefficients were 0.893 and 0.895,the Kendall‘s coefficients ranged from 0.137 to 0.345(P<0.05). The final version of the evaluation index system of the emergency response capacity of nurses for public health emergencies covered a total of 4 first-level indexes,12 second-level indexes,and 53 third-level indexes. Conclusion The evaluation index system of nurses‘ emergency response capacity for public health emergencies formed in this study is scientific,reasonable and specific,which provides a reference for the evaluation of nurses‘ emergency response capacity,the development of standardized and homogeneous training and the construction of emergency response capacity.
