The competency assessment tools for community nurses in emergency response to public health emergencies:a systematic review

Abstract: Objective To compare,analyze,and summarize the methodological quality and psychometric properties of assessment tools used to evaluate community nurses‘ competencies in responding to public health emergencies globally,providing researchers with guidance in selecting high-quality assessment tools. Methods A systematic literature search of 9 databases(PubMed、Embase、Web of Science、CINAHL、Cochrane、CNKI、VIP、Wanfang、CBM) was conducted for the literature on the measurement characteristics of competency assessment tools for community nurses in emergency response to public health emergencies,covering the period from the establishment of the database to November 27,2023. Two researchers independently screened and extracted data,analyzed and compared the methodological quality and measurement properties using the COnsensus-based Standards for the selection of health Measurement INstruments(COSMIN) as a guide. Results A total of 10 assessment tools were included,mainly including comprehensive assessment and specific assessment of community nurses‘ competencies responding to public health emergencies. Based on the evaluation results,all assessment tools were rated as B level recommended. Conclusion At present,there are various tools for assessing the competence of community nurses in emergency response to public health emergencies,but there are significant differences in the evaluation content,and the measurement characteristics need to be further verified and improved. In the future,more targeted evaluation tools can be developed under the guidance of the COSMIN guidelines.
